About SCPG
The Strategic China Policy Group (SCPG) is an independent, non-profit research initiative providing primary-source analysis of the development of China’s strategic capabilities and its implications for Europe’s security and resilience.
The world is entering a new geopolitical context in which European states urgently need a more independent and realistic understanding of global power dynamics. The People’s Republic of China (PRC) is already one of the most consequential strategic actors of our time, with expanding ambitions across political, economic, technological, and security domains. Its actions are increasingly shaping the international order and values that underpin European interests.
Europe therefore requires a more strategic China policy — one capable of navigating the challenges and uncertainties of a volatile and contested world.
Founded by a group of China analysts across the United Kingdom and Germany, SCPG is dedicated to empowering policymakers, industry experts, and other European actors across sectors to engage and compete with their Chinese counterparts more confidently, by equipping them with knowledge grounded in rigorous primary-source analysis that connects China’s latest developments and behaviours to the strategic intent of the Party-state.

Owen Au
Founder
Owen Au is the Founder of the Strategic China Policy Group and a Research Associate at the China Strategic Risks Institute. His research focuses on China’s maritime strategy and foreign relations, as well as political transformation and securitisation in Hong Kong. He previously conducted policy research in Hong Kong following the enactment of the National Security Law and subsequent political restructuring, gaining first-hand experience of China’s expanding influence across the region.

Sunny Cheung
Policy and Strategy Advisor
Sunny Cheung is a Fellow for China Studies at The Jamestown Foundation. He is also a Global Fellow at the Research Institute for Democracy, Society and Emerging Technology (DSET) and an International Strategic Forum (ISF) Fellow at the Special Competitive Studies Project (SCSP). He specialises in Chinese politics, cross-strait relations, emerging technologies, and security issues.
Daniel Li
Analyst
Daniel Li is an Analyst at the Strategic China Policy Group. He is currently based in London, where he researches China’s emerging technology sectors and export control policy. He previously researched China’s application of digital technology for domestic surveillance and international security at Washington think tanks, and conducted graduate research on China’s defence policy in the UK.
Ryan Wu
Analyst
Ryan Wu is an analyst at the Strategic China Policy Group and a Susan Strange Fellow at the Helsinki Geoeconomics Society. Born and raised in Hong Kong and now based in London, he specialises in China’s geoeconomic strategy, foreign policy, and emerging technology. His analysis has appeared in the China Strategic Risks Institute, the Council on Geostrategy, the Jamestown Foundation’s China Brief, and The Diplomat. He previously worked at RUSI’s Centre for Finance and Security, focusing on the PRC’s economic security doctrine. He holds an MPhil from the University of Oxford.
Tin-Ching Leung
Analyst
Tin-Ching Leung is an Analyst at the Strategic China Policy Group. He specialises in China’s economic statecraft, EU-China relations, as well as subnational diplomacy. He has previously worked in the German Bundestag, the European Parliament, and the Mercator Institute for China Studies (MERICS).
