About SCPG
The Strategic China Policy Group (SCPG) is an independent research platform dedicated to supporting the next generation of strategic thinkers on China and international affairs.
The world is entering a new geopolitical context, in which liberal democracies need a more realistic understanding of global power dynamics and strategic competition.
As one of the most consequential strategic actors of our time, the People’s Republic of China (PRC) is indispensable to that understanding. The PRC’s expanding ambitions across political, economic, technological, and security domains is reshaping the global landscape and presenting strategic challenges.
Initiated by a group of China analysts in the United Kingdom, the United States, and Germany, SCPG seeks to bring together emerging analysts worldwide to develop fresh perspectives and ideas into rigorous, evidence-based analysis that contributes to a more comprehensive strategic understanding of China.

Owen Au
Founder
Owen Au is the Founder of the Strategic China Policy Group and a Research Associate at the China Strategic Risks Institute. His research focuses on China’s maritime strategy and foreign relations, as well as political transformation and securitisation in Hong Kong. His analysis is published in policy journals and think tanks in Europe and the United States, including The Diplomat, The Jamestown Foundation, the Council on Geostrategy, China Strategic Risks Institute, and China Observers in Central and Eastern Europe.
Sunny Cheung
Adviser
Sunny Cheung is a Fellow for China Studies at The Jamestown Foundation. He is also a Global Fellow at the Research Institute for Democracy, Society and Emerging Technology (DSET) and an International Strategic Forum (ISF) Fellow at the Special Competitive Studies Project (SCSP). He specialises in Chinese politics, cross-strait relations, emerging technologies, and security issues.
Daniel Li
Analyst
Daniel Li is an Analyst at the Strategic China Policy Group. He is currently based in London, where he researches China’s emerging technology sectors and export control policy. He previously researched China’s application of digital technology for domestic surveillance and international security at Washington think tanks, and conducted graduate research on China’s defence policy in the UK.
Ryan Wu
Analyst
Ryan Wu is an Analyst at the Strategic China Policy Group and a Susan Strange Fellow at the Helsinki Geoeconomics Society, specialising in China's geoeconomic strategy, foreign policy, and emerging technology. His analysis has appeared in the Council on Geostrategy, the Jamestown Foundation's China Brief, The Diplomat, and the China Strategic Risks Institute. He has researched the PRC's economic security doctrine at the Royal United Services Institute (RUSI) and worked on UK government policy at the Centre for Finance, Innovation and Technology (CFIT). He holds an MPhil from the University of Oxford.
Aiden Gu
Analyst
Aiden Gu is an Analyst at the Strategic China Policy Group. Based in Germany, he specialises in China's economic statecraft, EU-China relations, as well as subnational diplomacy. He has extensive experience working across major European public institutions and leading policy think tanks.
